North Macedonia Ohrid Agreement dispute

Overview

In mid-August 2026, North Macedonia marked the 25th anniversary of the Ohrid Framework Agreement, the document that ended the 2001 armed conflict by establishing a constitutional architecture based on multi-ethnicity, decentralization, and equitable representation. During official commemorations, Prime Minister Hristijan Mickoski stated that the agreement is part of the nation’s “political and institutional reality,” urging that ethnic differences should not be used for political division. First Deputy Prime Minister Bekim Sali described the pact as a “historical covenant for building a shared state,” while Minister of Justice Jeton Shasivari emphasized the challenge of making equality a “functional reality rather than just a principle on paper.” Minister for Inter-Community Relations Agon Ferati also participated in events in Skopje, noting the agreement remains a vital contract with the West and a cornerstone for European integration. Commemorative events highlighted infrastructure and educational investments, such as the Mother Teresa University campus, supported by over 250 million euros in local projects and approximately 42 million euros for the new campus. Priority is also being given to Corridor VIII and the Skopje–Blace highway to enhance regional connectivity. However, the anniversary was marked by a sharp political dispute regarding allegations of a historical partition plan. Ali Ahmeti, leader of the Democratic Union for Integration, claimed he was once presented with a division project by high-level authorities but refused to accept it, noting that such a plan would have left cities like Skopje, Kumanovo, and Struga outside of Albania. Menduh Thaçi, leader of the Democratic Party of Albanians (PDSH), denied these claims, asserting the idea was a fabrication by “pseudo-academics instructed by the Serbian State Security Service (UDB).” Thaçi threatened legal action on behalf of Arben Xhaferi, calling the allegations baseless.
