Norway fuel tax cuts expire, causing price surges

Overview

As of late August 2026, the debate over Norway’s fuel tax cuts intensified as the expiration deadline of 1 September approached. Despite protests from thirty-four local branches of the Conservative Party and warnings from industry groups like SMB Norge regarding liquidity risks, the Stortinget failed to reach a political consensus to extend the reductions.

On 1 September, fuel prices rose sharply as the temporary measures expired. Gasoline prices increased by approximately 4.41 to 4.71 NOK per litre, while diesel rose by 2.85 to 4.51 NOK per litre. This transition led to a surge in fuel sales in August, which saw a 5.3 percent increase in seasonally adjusted volume as motorists refueled ahead of the deadline. However, Statistics Norway noted that despite this spike, the three-month period from June to August was 6.5 percent lower than the preceding period, and August sales were 15.6 percent lower than the previous year.

By mid-September, diesel taxes had risen from 3.86 to 8.38 NOK per litre, pushing pump prices to as high as 30 NOK per litre in some regions. Critics have linked these surges to energy security risks stemming from Middle East conflicts.

By 21 September, public sentiment indicated significant opposition to the tax reinstatement. A Norstat survey commissioned by NAF found that 57 percent of Norwegians believe the temporary tax cuts should have been extended. Support is particularly high among diesel vehicle owners at 77 percent, compared to 67 percent of gasoline vehicle owners and 49 percent of electric vehicle owners. NAF Director Stig Skjøstad noted that tax cuts remain a “viable tool” to mitigate consumer costs if price pressure persists through the autumn.
