EU drug surge: rising potency, synthetic opioids, youth
Overview
The EU drug market continues to shift toward higher‑potency products and deeper youth penetration. Cocaine now accounts for roughly a quarter of seizures with 73 % average purity, ketamine residues have risen 41 % since 2025, and ultra‑potent THC products and 92 new psycho‑active substances have been identified. Waste‑water testing still flags heroin hotspots such as Terni, while methamphetamine use climbs in Rome, Cagliari and Milan. Emergency departments recorded a 15 % jump to 9 641 drug‑related admissions in 2025.
In July 2026, a Matera operation uncovered a mobile‑messaging network targeting minors that handles cocaine, hashish, heroin, fentanyl and other narcotics; investigators have now linked 15 individuals to supply, packaging and distribution. Synthetic opioids, especially fentanyl and nitazene‑containing tablets, remain the main drivers of overdose deaths, with Germany reporting a record 2 150 drug‑related fatalities in 2025, a quarter among people under 30.
Mid‑2026 the crisis expanded into road safety. The UK Driver and Vehicle Licensing Agency recorded 30 707 drug‑driving endorsements in 2025, surpassing drink‑driving endorsements for the first time and marking a 28 % rise since 2022. Young drivers (17‑24) made up 18 % of endorsements while accounting for only 6 % of licence holders; drug‑related road deaths rose sharply, reaching 149 in 2023 and 74 in 2024.
The European Monitoring Centre for Drugs and Drug Addiction’s 2026 report warned of more than 1 050 psycho‑active substances circulating across 29 countries, including new powerful synthetic opioids, and documented at least 7 600 overdose deaths in 2025. Italian experts added that youth addiction is now extending to digital compulsions linked to social media, AI and video games, alongside rising cocaine and synthetic‑drug use, underscoring a widening spectrum of chemical and behavioural health risks for European young people.
