Diplomatic and legal tensions escalate after Mladić funeral

Overview

The diplomatic and legal fallout from the state funeral of convicted war criminal Ratko Mladić has intensified across the Balkans and within the European Union. In Montenegro, the Higher State Prosecutor’s Office in Podgorica has opened a case against Metropolitan Metodije of Budimlje and Nikšić for allegedly inciting national, racial, and religious hatred following remarks describing Mladić as a “holy Serbian knight.”

Diplomatic relations between Sarajevo and Belgrade have reached a critical low. Following the attendance of Serbian government ministers at the funeral, Bosnia and Herzegovina’s Foreign Minister Elmedin Konaković declared Serbian military attaché Milan Dulanović and intelligence advisor Darko Maksimović persona non grata, ordering their departure within 48 hours. Konaković has since formally requested that the European Union impose sanctions on Serbian officials, characterizing the glorification of Mladić as a “direct insult to genocide victims” and an affront to European values.

These actions have drawn sharp criticism from Serbian and Bosnian Serb leadership. Republika Srpska Prime Minister Savo Minić dismissed the expulsions as “political impotence in Sarajevo” and argued they are attempts to provoke sanctions against Republika Srpska. Minić further labeled calls to suspend relations between Republika Srpska and Serbia as “pre-election harassment.”

In response to Konaković’s diplomatic maneuvers, Aleksandar Vranješ, the Bosnian Ambassador to Serbia, criticized the Foreign Minister’s actions as malicious and outside his legal jurisdiction, noting that diplomatic staff are state employees protected against arbitrary reassignment. Internal Bosnian tensions remain high following Minister of Defense Zukan Helez’s call to abolish Republika Srpska, which he labeled a “genocidal para-state entity.”
