São Paulo metro network expansion and planning

Overview

São Paulo is progressing with several rail network developments, though some projects face legal and planning challenges.

Regarding Linha 20-Rosa, the São Paulo Metro has modified its planning to omit three stations on Avenida Brigadeiro Faria Lima—Pedroso de Morais, Faria Lima, and Rebouças—favoring a route through Jardins and Pinheiros. Officials stated this change reduces costs from R$ 26.1 billion to R$ 24.9 billion and shortens construction time, despite a projected decrease in daily passenger numbers. The Residents and Entrepreneurs Association of Jardins (AME Jardins) continues to contest the decision, arguing it creates a “metro desert” on Faria Lima. Additionally, the Court of Justice of São Paulo (TJ-SP) upheld the annulment of a heritage protection revision in Jardins, maintaining restrictions to preserve the area’s “garden neighborhood” characteristics.

Infrastructure work continues on the expansion of Line 2-Green to connect Vila Prudente to Penha, which aims to alleviate congestion on Line 3-Red. Meanwhile, Line 6-Orange is in an “assisted operation” phase managed by LinhaUni, with service limited to weekdays between 10:00 and 15:00. Full commercial operation across eight stations is expected to roll out gradually by the end of the year.

For the Linha 17-Ouro monorail expansion toward Congonhas Airport, the announcement of bidding results for technical studies has been rescheduled for September 19. The leading low bid of approximately R$ 48.9 million was submitted by Consórcio Projetista Linha 17-Monotrilho. If the timeline holds, construction of the four new stations is estimated to begin in 2029 and conclude by 2032.
