Czech NATO dispute and European missile‑defence coalition
Overview
The Czech internal dispute over the PURL‑fund and defence‑budget targets grew after PM Andrej Babiš criticised President Petr Pavel’s NATO‑summit participation and pledged a 3.5 % GDP spend by 2027. The Constitutional Court confirmed Pavel’s right to lead the Czech NATO delegation; coalition partner SPD called the row a minor controversy. Pavel later signalled a return to normal relations at Slovakia’s Pohoda festival.
At the NATO summit in Paris on 12‑13 July 2026, Ukrainian President Volodymyr Zelensky met leaders of ten European states to launch a “Coalition of the Willing”. The group – Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, the United Kingdom and Ukraine – agreed to develop a low‑cost, mass‑produced ballistic‑missile‑defence system called “Freyja”. The integrated anti‑ballistic‑missile coalition (IAMC) will centre on the Ukrainian‑designed FP‑7.X interceptor (≈ $700 000 per shot) and complement existing Patriot and SAMP/T shields.
The joint declaration signed on 13 July formalised the IAMC. France pledged licences for Ukraine to produce Rafale fighters, AASM precision bombs, Aster air‑defence missiles, SCALP cruise missiles and SAMP‑T radars, and announced a €90 billion EU loan to support Ukraine’s defence. Joint exercises in neighboring states were announced, and additional nations and defence firms were invited to join. Hours after signing, Russia launched a ballistic‑missile salvo on Kyiv, underlining the urgency. Russian officials dismissed the coalition as a “war‑agitating” group and warned of retaliation.
