Overview

As the COP31 UN Climate Change Conference approaches in Antalya (November 9–20, 2026), preparations have expanded to include significant infrastructure and cultural investments. The summit will be hosted at the former EXPO 2016 site, now renamed the ‘COP31 Area’. To accommodate an expected 100,000 to 150,000 visitors, including over 100 heads of state, officials have completed approximately 38 kilometers of new roads in the Belek tourism region. Antalya Governor Hulusi Şahin stated that hosting the conference will transform the city from a budget holiday destination into a high-value tourism hub, potentially extending the tourism season to 12 months. Following the summit, the EXPO area is expected to be transferred to the Ministry of Culture and Tourism to serve as Turkey’s largest fair center for congresses, festivals, and meetings.

Minister of Environment, Urbanization, and Climate Change Murat Kurum, who serves as COP31 President, announced that 85 world leaders and nearly 300 ministers have confirmed participation. A leaders' summit is specifically expected to take place on November 11-12. The 1.1 million square meter site is divided into ‘Blue’ and ‘Green’ zones, featuring 159 pavilions and 90 delegation offices. The event is projected to generate between $3 billion and $4 billion in total economic activity, with nearly $2 billion in direct economic activity expected in Antalya. To manage the summit, Interior Minister Mustafa Çiftçi confirmed the deployment of 26,000 personnel from the police, gendarmerie, and coast guard.

Diplomatic tensions regarding the Cyprus issue remain acute. During a European Parliament plenary session in Strasbourg, MEPs Giorgos Georgiou and Kostas Mavrides accused Ankara of attempting to use the summit to ‘politically promote the secessionist entity in the occupied areas and undermine the sovereignty of the Republic of Cyprus’.
