Turkey DOA system surpasses 100 million container milestone

Overview

Since its launch on 1 July 2026, Turkey’s Deposit-Return System (DOA) has seen rapid growth, surpassing 100 million collected containers by 11 August 2026. Of these, over 66 million were plastic PET bottles, followed by approximately 17 million aluminum cans and 17 million glass bottles. Antalya has emerged as the leading city for collection volume.

To manage increasing volumes, the system utilizes two incentive rates: a 1 TL refund per container for returns processed through DOA machines (capped at 200 items per person daily) and a reduced 0.5 TL rate for bulk deliveries at Counting and Verification centres. The Dezenformasyonla Mücadele Merkezi (DMM) has clarified that the 1 TL rate was not cut for all users, but only applies to machine returns.

The government expects the scheme to reduce beverage-packaging imports by 35–40% and contribute roughly $600 million annually to the current-account balance. To prevent exploitation, the system has implemented QR-code scans and tighter controls following reports of misuse in regions like Sakarya and Konya.

Following the rollout, the Ministry of Trade launched investigations into potential unfair price increases for bottled water and packaged beverages. Inspections in Ankara and Bursa revealed that some firms raised prices beyond the actual cost increase of the deposit. Consumer groups have criticized these hikes as “fırsatçılık” (price-gouging), prompting the ministry to warn of administrative fines ranging from 180,000 TL to 1.8 million TL for unjustified price rises.
