US diplomatic tour of Uzbekistan and India

Overview

US Secretary of State Marco Rubio has concluded a diplomatic mission in Uzbekistan, marked by the signing of 54 bilateral agreements totaling $12 billion during the second Uzbek-American Business and Investment Forum in Samarkand. These agreements, involving a delegation of over 200 American executives, cover sectors such as transport, energy, critical minerals, digital technology, agriculture, and health. Notable corporate engagements include Wabtec localizing railway equipment production, alongside agreements with Amazon Leo, GE HealthCare, and Valmont Industries. During the C5+1 ministerial meeting in Samarkand, Rubio met with foreign ministers from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan to strengthen economic and security ties. Discussions focused on developing integrated supply chains for critical minerals, enhancing transport infrastructure along the Trans-Caspian trade route, and expanding energy cooperation. The C5+1 group issued a joint statement supporting investment in the Middle Corridor to enhance connectivity between Asia and Europe while bypassing Russia and Iran. Rubio emphasized that the US aims to provide technological training for thousands of young professionals in the region to support these growing industries. This diplomatic push follows a previous White House summit that secured $25 billion in commercial arrangements, as the US strategy seeks to foster independent, high-value industrial growth within Central Asia to reduce reliance on potentially unreliable foreign partners. Uzbekistan officially joined the NASA Artemis Accords for peaceful space exploration, and President Shavkat Mirziyoyev awarded Rubio the Order of Distinguished Services. To further support these economic goals, a US-Uzbek business council will be established to improve the investment environment by focusing on transparency and reducing administrative procedures. Transitioning to India, Rubio conducted a tour of the Reliance Industries refinery complex in Jamnagar, Gujarat.
