Gallagher is set to meet with Russian Foreign Minister Sergey Lavrov on August 25 to discuss Holy See-Russia relations and international cooperation. The visit also carries religious weight; Gallagher intends to meet with representatives of the Moscow Patriarchate and the local Catholic community, and will preside over a Mass at the Cathedral of the Immaculate Conception on August 27. Additionally, the mission seeks to gauge the stance of Russian authorities regarding the appointment of a new Catholic Archbishop for Moscow.
