Vatican mediation and potential papal visit to Ukraine

Overview

Following Archbishop Paul Richard Gallagher’s August 2026 mission to Moscow, diplomatic activity regarding the Russia-Ukraine conflict has continued through high-level Vatican involvement.

In late September, Cardinal Matteo Zuppi, the Vatican’s special envoy for Ukraine and President of the Italian Episcopal Conference, arrived in Moscow for a three-day humanitarian mission. The mission aimed to facilitate dialogue concerning the exchange of prisoners, the return of Ukrainian children, and various civilian issues. While Russian Ambassador to the Holy See Ivan Soltanovsky noted that the Cardinal is ‘always welcome in Moscow,’ Ukrainian President Volodymyr Zelensky expressed skepticism, asserting that Russia is not preparing to end the war but is instead ‘seeking pretexts to continue fighting.’

By September 30, Zuppi concluded his mission after meeting with Kremlin foreign policy officer Yuri Ushakov, Human Rights Commissioner Yana Lantratova, Children's Rights Commissioner Maria Lvova-Belova, and other officials to discuss settlement prospects and the status of displaced children. During the visit, Zuppi was permitted to visit Ukrainian prisoners of war; the Russian Foreign Ministry reported that he observed Russia is following ‘relevant humanitarian standards.’

The mission also addressed the situation in the Russian-occupied town of Oleshky in Ukraine’s Kherson region. While the Russian Foreign Ministry claimed Ukraine is blocking supplies to the town, Ukrainian officials stated that Russian forces are preventing residents from leaving. This visit marks Zuppi’s third mission to Russia as a peace envoy, following recent appeals from Pope Leo XIV, who called for dialogue and criticized rhetoric regarding the use of nuclear weapons. Vatican Secretary of State Cardinal Pietro Parolin continues to emphasize the urgency of an immediate ceasefire.
