Zenica-Doboj Canton economic and budgetary measures

Overview

The Zenica-Doboj Canton has implemented several economic and administrative measures to support local development and entrepreneurship.

Through the Ministry for Veteran Affairs, the ‘Prvi biznis’ self-employment program has allocated 1,164,000 KM to 97 veterans, providing 12,000 KM to each participant. Additionally, the 2026 ‘Biznis plus’ program provided 164,519.24 KM to 94 veterans to sustain and expand enterprises. To further stimulate the economy, the government allocated approximately 7 million KM toward private enterprises and entrepreneurial zones, including 6.2 million KM in direct incentives for small to medium-sized businesses and 700,000 KM for entrepreneurial zones.

In August 2026, the Zenica-Doboj Canton Assembly officially adopted the second budget rebalance for the year. Finance Minister Dženana Čišija reported that the rebalanced budget sets total revenues at 777,688,281 KM and expenditures at 772,071,223 KM, resulting in a projected surplus of 5,617,058 KM. Alongside the budget, the Assembly passed amendments to the Higher Education Law and approved the Science and Research Activity Development Strategy for 2024–2034.

Premier Nezir Pivić has noted that the canton has allocated over 40 million KM for various economic incentives during his mandate. In September 2026, the Ministry of Economy distributed 3.6 million KM to 162 companies to strengthen regional competitiveness. Additionally, 116,942 KM was allocated to support 17 fairs and cultural manifestations in areas including Zavidovići, Žepče, and Usora. Pivić continues to warn that the closure of Željezara Zenica would have significant consequences for the national economy due to the integrated supply chain it supports.
