Albanian anti‑corruption trials expand

Entities: Tirana · Benjamin Brandon · Erion Veliaj · Plarent Ndreca · European Court of Human Rights

Overview

Albania’s anti‑corruption drive continues to widen. SPAK has formally sent four Spanish nationals—Domingo Romillo Iriarte, Mihaela Munteanu Manole, Alvaro Romillo Castillo and Doris Pere—to trial for laundering roughly €1.62 million through three shell companies and using the proceeds to buy undervalued land in Dhërmi. Preventive asset seizures remain in place and the case proceeds with coordination from Spanish authorities.

Domestically, the Constitutional Court annulled the High Court’s order keeping mayor Erion Veliaj in pre‑trial detention, finding the earlier ruling lacked a full assessment of necessity, proportionality and alternative safeguards. Veliaj’s lawyers have asked the Supreme Court to accelerate a retrial, arguing that ongoing detention harms his personal liberty, impedes his duties as Tirana’s mayor, and raises dignity concerns. The court’s reversal underscores constitutional guarantees of personal freedom and fair legal process.

Internationally, a team of defence lawyers—including U.S.-based counsel—met Veliaj in the Durrës detention centre after many denied access attempts. They are drafting an application to the European Court of Human Rights to contest the now‑eighteen‑month detention and are urging Albanian courts to expedite his release so he can resume family life and mayoral responsibilities.
