Despite these volumes, structural challenges persist. The Austrian Hotel Association (ÖHV) continues to warn of shrinking margins due to rising costs and bureaucracy. New regulatory hurdles include a tourism law effective this November mandating digital guest registration, which may pose difficulties for private hosts lacking digital infrastructure. Furthermore, the industry faces critical staffing uncertainties. The Austrian Economic Chamber (WKÖ) has criticized the government regarding seasonal worker quotas; because the national quota utilization fell below the 75 percent threshold in July, the entire quota must be re-issued, potentially delaying necessary work permits for the winter season.
