In early June, the People’s Party (PP) intensified contact with the Basque Nationalist Party (PNV) and Catalonia’s ERC, while EH Bildu floated a broad‑spectrum coalition with the PNV and the PSOE that the PNV dismissed as a political ploy. The PP’s national leader Alejandro Fernández and regional branches continued to signal a willingness to work with pro‑independence forces, even as Vox denounced the overtures. On 29 June, Bildu secretary‑general Arnaldo Otegi renewed the proposal to share leadership of the Basque institutions with the PNV and PSOE, invoking the historic trans‑regional executive of the Spanish Civil War and announcing a rally in Bilbao on 14 November to build a “democratic wall” against the right‑wing bloc. PNV leader Aitor Esteban again rejected the offer, accusing Bildu of exploiting the PNV legacy while lacking its own project and urging the national government to focus on the remaining months of the legislature. The Basque autonomous election on 17 July confirmed the PNV’s dominance, securing 27 seats in the Jeltzale and retaining support from the socialist PSE‑EE (12 seats). Bildu’s vote share fell, though its presence highlighted an emerging challenge to the PNV’s hegemony, especially in Guipúzcoa and Álava, adding a new variable to the PP’s calculations in the region. Post‑election analyses linked the modest decline in the PNV’s vote share to demographic stagnation, rising immigration and a more fragmented electoral field, suggesting longer‑term pressure on its hegemony. A week later, during the 131st‑anniversary ceremony of the PNV’s foundation, party president Aitor Esteban accused EH Bildu of repeatedly denigrating the legacy of historic Basque figures such as former president José Antonio Agirre and of attempting to appropriate those symbols while previously ignoring them.
