Overview

Labor unrest has persisted across Brazil’s transport and public sectors, with Manaus remaining a central flashpoint. In mid-May, bus driver strikes in Manaus and Teresina were temporarily paused following wage negotiations. In Manaus, a mediated agreement secured a 4.1% wage increase and a bonus rise for driver-conductors, averting a planned strike.

By June, tensions spread. Intermunicipal bus drivers in Rio Grande do Norte postponed a strike after reaching an agreement in principle, while drivers in Rio de Janeiro voted to strike after rejecting a 4.39% wage proposal. In the Federal District, bus strikes disrupted service in the Bacia 4 area, though one strike ended after overdue wages were paid.

In Manaus, the dispute re-intensified in July. A citywide strike began on 20 July, halting the municipal fleet. The conflict is tied to a R$90 million debt regarding student-pass subsidies, with Mayor Renato Júnior blaming state government arrears. Although the strike ended after a R$18 million state transfer allowed for salary payments, the situation remains volatile. In late July, the union warned that further delays in wages could trigger new walkouts. By mid-August, workers threatened to paralyze 70% of the fleet if scheduled biweekly salary advances were not met.

On 19 August, special transport workers in Manaus ended a strike that had disrupted routes serving the Polo Industrial de Manaus (PIM). An agreement between the union (Sindespecial) and employers secured a 5.5% salary increase and a significant rise in food allowances, from R$165 to R$500. The deal also includes temporary job security for strikers until October 2026. Concurrently, the threatened general strike by urban bus drivers was canceled following assurances that wages would be paid via student transit subsidies.
