Dominican Republic AI integration and security alliances
Overview
The Dominican Republic has initiated broad efforts to integrate artificial intelligence into its national workforce and professional sectors. President Luis Abinader launched ‘RD Inteligente,’ a national literacy program through the Las Americas Institute of Technology (ITLA), aiming to provide free AI training to one million citizens. To meet industrial needs, ITLA is implementing specialized curricula in data analytics, industrial automation, and cybersecurity in collaboration with Cisco Networking Academy and the Inter-American Development Bank (IDB).
Educational milestones in late October 2026 highlighted this expansion. ITLA held its XXI Ordinary Graduation, awarding degrees to approximately 595 professionals, with Rector Jimmy Rosario Bernard emphasizing the necessity of integrating technology to meet labor market demands. Simultaneously, Instituto Politécnico Loyola honored 272 technical graduates and announced a new center in Azua. Other regional activities included graduations at UCATEBA and the 46th anniversary of INFOTEP.
As the National Artificial Intelligence Strategy (ENIA) progresses, experts have warned of risks including the “dehumanization of public services,” a lack of protection, and potential displacement. Critics also expressed concerns regarding the power of transnational technology companies and the risk of unsustainable dependence on automated systems.
In response to these concerns, the government approved Decree 787-26, establishing the Artificial Intelligence Ethics Code for Public Services. Developed by OGTIC and DIGEIG, the framework aligns with UNESCO and OECD standards. It mandates Ethical and Rights Impact Assessments for high-impact systems and guarantees algorithmic transparency. The code strictly prohibits generalized social scoring, mass biometric identification without judicial orders, and predictive criminal profiling based on socioeconomic or territorial biases.
