Overview

Geopolitical tensions in the Eastern Mediterranean are being shaped by competing energy strategies and diplomatic efforts. Greece is advancing its ‘Hydrocarbons 2.0’ initiative, involving new seismic surveys and offshore drilling, alongside the Great Sea Interconnector (GSI) project to link Greece and Cyprus. The GSI faces ongoing questions regarding whether it can proceed without triggering further maritime disputes with Turkey.

In response, Turkey has maintained its maritime claims and is preparing the ‘Blue Homeland’ bill. Tensions have recently escalated as Ankara officially reintroduced the ‘grey zones’ theory to question the sovereignty of certain islands and islets, while also issuing a NAVTEX for research activities south of Kastellorizo and challenging Greek spatial planning for renewable energy.

Recent developments have expanded these frictions to land borders, with Turkey issuing a formal diplomatic protest regarding the construction of a Greek border fence along the Evros River. Turkey claims the construction encroaches on its territory by approximately five kilometers, while Greece maintains the work follows official maps and is necessary to secure EU external borders. In the Aegean, tensions persist through reported airspace violations by Turkish unmanned aerial vehicles and simulated aerial combat between Greek and Turkish F-16 jets, alongside Greek considerations to expand territorial waters to 12 nautical miles.

Despite these disputes, the GSI project shows progress. Cyprus Energy Minister Michalis Damianos confirmed the project is proceeding as planned, including the Cyprus-Crete and Cyprus-Israel sections. The interconnector has secured €658 million in EU funding, and the French company Meridiam has acquired a majority stake.

To counter instability, Greece is pursuing strategic regional partnerships, including ‘energy bridges’ involving Lebanon and strengthened cooperation with Egypt and Israel.
