EU mandatory electronic invoicing transition

Overview

The European Union is transitioning toward mandatory electronic invoicing through the VAT in the Digital Age (ViDA) initiative, which aims to standardize digital reporting and VAT processes. This evolution relies on the PEPPOL network to provide secure, standardized communication infrastructure for exchanging electronic documents.

In Slovakia, new regulations will mandate that all legal entities and taxable persons—including entrepreneurs, lawyers, and real estate lessors—issue and receive structured e-invoices for specific domestic B2B and B2G transactions starting January 1, 2027. Under these rules, standard PDFs or scanned documents will be insufficient; invoices must be submitted as structured XML files to enable automated data processing. Non-compliance may result in financial penalties between 10,000 and 100,000 euros for repeated violations. This mandate is expected to expand on July 1, 2030, to include cross-border intra-community transactions.

As of August 2026, Slovakia has successfully completed and tested the communication infrastructure for its new electronic invoicing system, making it the first country in the European Union to implement an e-reporting model built directly on the latest ViDA rules. The system utilizes a certified digital postman to deliver documents to recipients while simultaneously sending required tax data to the Financial Administration.

In Germany, companies are adapting to a 2025 mandate requiring all businesses to be capable of receiving e-invoices. Because XRechnungen are XML-based files that cannot be opened like standard PDFs, small businesses have faced practical difficulties. In response, new tools have emerged to assist the transition, such as BillingEngine’s free mailbox service for processing various formats like ZUGFeRD and Factur-X, and ediware GmbH’s EEXconverter, which helps integrate EN 16931-compliant standards into existing EDI-INVOIC workflows.

Beyond these nations, the Netherlands plans to implement mandatory e-invoicing for B2B transactions by July 1, 2030, while Belgium continues to utilize PEPPOL infrastructure to replace traditional PDF invoices.
