Overview

The European Union is transitioning toward mandatory electronic invoicing through the VAT in the Digital Age (ViDA) initiative to standardize digital reporting via the PEPPOL network. Additionally, a second cash register law aims to require electronic cash registers with certified technical security equipment (TSE) for businesses with annual revenues exceeding 100,000 euros by January 1, 2028.

The e-invoicing timeline remains critical: while companies must be able to receive e-invoices as of January 1, 2025, the obligation to issue them begins January 1, 2027, for companies with turnover exceeding 800,000 euros. This extends to all B2B companies by January 1, 2028. Only structured, machine-readable formats like XRechnung or ZUGFeRD are valid; standard PDFs are insufficient.

Recent developments in Germany include the release of DSFinV-K 3.0, a new version of the digital interface for cash register systems. While voluntary use is permitted starting January 1, 2028, the technical requirements for data export will become mandatory for all new cash register records on January 1, 2029. To support the transition, the Elster portal now offers a free web application to visualize XRechnung files, and companies are increasingly integrating automated payment and dunning systems to leverage machine-readable data.
