More recently, Polish Prime Minister Donald Tusk met with Costa to advocate for higher levels of EU funding, noting that Poland remains one of the largest beneficiaries. Tusk emphasized the necessity of being financially prepared for geopolitical scenarios through investments in security, competitiveness, and agriculture. There is growing pressure to conclude negotiations by the end of 2026 to avoid potential political shifts in major member states, such as France, which could impact the budget’s adoption. During a meeting in Berlin, Costa proposed implementing new ‘own resources’—direct community taxes—to fund the budget, arguing this is the only way to avoid increasing national contributions from member states.
