Galicia health system strain, reforms and staffing moves

Overview

The Galician health service remains under pressure from staff shortages, strikes and growing waiting lists. Recent protests over the Estatuto Marco have lengthened waits for primary‑care, specialist appointments and diagnostics, leading the regional government to adopt a September contingency plan. Nurse deficits have forced the Álvaro Cunqueiro hospital to postpone surgeries, while the primary‑care workforce is still about a hundred doctors below 2019 levels. Higher salaries and stable contracts have stopped the loss of family doctors, now around 2,434, and specialist staff has risen to 5,633. The Xunta’s primary‑care reform aims for a 1:1 nurse‑to‑doctor ratio by 2030 and adds posts for midwives, pharmacists, social workers, physiotherapists, podiatrists and psychologists, together with workload caps. The PSdeG criticises the plan for insufficient funding and has staged protests in Verín. Labor negotiations have produced a collective agreement for sanitary‑transport workers with a 21 % wage rise and a public‑sector pact in Castilla‑La Mancha introducing flexible vacancy pools. The Xunta also proposed a structural overhaul of Sergas, creating directorates for Primary and Community Care and for Nursing and Care.

In August 2026 the Xunta issued a draft decree formalising this restructuring and launched an €8.75 million tender to upgrade Sergas’s electronic health‑record system (IANUS) to version 5, improving integration and interoperability. The same month the Official Gazette announced a partial, anticipatory recruitment of 25 emergency‑department doctors for Ourense University Hospital and confirmed three permanent home‑hospitalisation doctor posts, part of a model introduced in 2021 to provide hospital‑level care at patients’ homes.
