India NEET leak probe, minister resignation

Entities: Comptroller and Auditor General of India · National Testing Agency · Dharmendra Pradhan

Overview

After the May 3, 2026 NEET‑UG paper‑leak, the National Testing Agency cancelled the exam and re‑held it on June 21 under tighter security. Investigations accelerated, leading to the dismissal of 47 NTA officials in late July and the transfer of Higher Education Secretary Vineet Joshi. The agency began recruiting new senior staff, noting that only about 11 % of its workforce is permanent while the rest are contracted or outsourced.

The Union Cabinet approved a draft amendment to the Public Examinations (Prevention of Unfair Means) Act, creating fast‑track courts and raising penalties to a minimum five‑year term for individuals and up to ten years plus fines of up to ₹10 crore for organised gangs. Fast‑track courts have been set up in Delhi (Court No. 408, Judge Anu Grover Baliga) and Madhya Pradesh.

Student protests demanding Education Minister Dharmendra Pradhan’s resignation spread from Delhi’s Jantar Mantar to other cities, prompting tear‑gas, internet shutdowns and CAPF deployments. On July 26 Pradhan stepped down, intensifying calls for a performance audit of the NTA by the Comptroller and Auditor General. The ministry has not disclosed details of an internal inquiry, citing fairness to employees.

The CBI has charged 45 individuals, cleared former panel member Sanjeev Kumar, and on July 25 a Delhi special court chaired by Judge Ajay Gupta denied bail to Dr Manoj Bhagwanrao Shirure, a paediatrician alleged to have sourced candidates and received about ₹5 lakh, which has been recovered. Recruitment announcements for four contractual general‑manager posts and 16 young professionals aim to address systemic gaps.

The draft amendment is expected in Parliament within a week, with Prime Minister Narendra Modi thanking youth for suggestions and pledging swift passage.
