India fuel market: steady prices despite crude dip
Entities: United States · Brent crude oil · India · Indian Oil Corporation Ltd · Iran
Overview
Through June 2024, India’s fuel market saw a series of retail‑price adjustments, temporary excise cuts and export‑duty changes aimed at shielding domestic supply amid volatile global crude prices and U.S.–Iran tensions. In July 2026 the government tightened export controls, raising the diesel export duty to Rs 15.5 per litre and the ATF duty to Rs 14.5 per litre while cutting the petrol export levy to Rs 2.5 per litre, and introduced a 200‑litre‑per‑customer diesel purchase limit for 90 days.
On 20 July 2026, despite a drop in international crude prices driven by hopes of a U.S.–Iran cease‑fire, state‑run oil companies kept retail petrol and diesel rates unchanged. City‑level prices ranged from ₹102.12 to ₹111.68 per litre for petrol and from ₹95.20 to ₹99.56 per litre for diesel. Analysts view the steady prices as a continuation of the balancing act between fiscal gains from export taxes and domestic supply security.
A week later, on 25 July 2026, international crude slipped further to about $85.88 per barrel, yet Indian retailers again left prices untouched. Delhi’s petrol remained at ₹102.12 per litre and diesel at ₹95.20 per litre, with only marginal variations in other major cities. The persistence of static retail rates underscores the government’s continued focus on domestic fuel availability despite shifting global oil prices.
Following a temporary U.S.–Iran cease‑fire announced on 26 July, Brent crude fell about 5% to just under $90 a barrel and WTI to $89.31. Even with a brief lull in Strait of Hormuz traffic and announced windfall‑tax adjustments for petrol and diesel, Indian oil firms (IOCL, BPCL, HPCL) kept retail fuel rates unchanged on 26‑27 July across Delhi, Mumbai, Kolkata, Chennai and other metros, reinforcing the pattern of steady consumer prices amid volatile international markets.
