Indonesia expands Sekolah Rakyat and digital social services
Overview
Indonesia has implemented the ‘Sekolah Rakyat’ (People’s School) program, a boarding school initiative designed to fulfill President Prabowo Subianto’s commitment to providing education for the nation’s most impoverished families. Social Affairs Minister Saifullah Yusuf stated the program specifically targets ‘the invisible people’—those in extreme poverty who often fall outside official state data. Under this model, the state covers all costs, including 24-hour education and daily living needs, to help break the cycle of poverty.
Following a phased launch in July 2025, President Prabowo inaugurated 166 pilot schools in January 2026. By mid-2026, the program expanded to 182 facilities serving over 44,000 students. To support infrastructure goals, the Ministry of Public Works is overseeing the construction of 93 school units during the second phase of development in 2026. In West Sulawesi, PT Hutama Karya is developing two major facilities in Mamuju and Polewali Mandar.
By late 2026, the program has entered a third phase focusing on permanent construction, with the Ministry of Home Affairs emphasizing land legality to prevent disputes. In Pekalongan Regency, Central Java, the local government has pledged 8.1 hectares for a permanent facility. To ensure institutional integrity, over 7,000 staff members are undergoing training in anti-corruption and the prevention of sexual violence and online gambling. Additionally, the Ministry launched a WhatsApp-based reporting system for students and parents to report bullying or violence confidentially.
To modernize access, the program has introduced AI-based DNA talent testing to replace traditional academic entrance exams, aiming to map innate potential in underprivileged students. Furthermore, the Indonesian National Police is supporting the ‘Digital Social Protection’ initiative, training cadets to assist in the digital verification of 48 million families by late November 2026.
