Mexico-US security and migration relations
Overview
Mexico and the United States continue to navigate complex bilateral relations involving migration, security cooperation, and the fentanyl crisis. While bilateral trade has reached record levels, tensions have escalated regarding cartel control and sovereignty.
Diplomatic friction has intensified following comments from U.S. Secretary of State Marco Rubio, who asserted during a visit to Ecuador that vast territories in Mexico are controlled by narco-terrorist organizations rather than the state. Rubio characterized Mexican security efforts as ‘totally insufficient’ and warned that while collaboration is the ideal, the U.S. may eventually have to address the threat of these cartels independently.
In response, Mexican President Claudia Sheinbaum defended national sovereignty, stating, ‘Mexico is nobody’s piñata; Mexico is respected,’ and suggested that Rubio’s criticisms were motivated by the U.S. electoral campaign. She emphasized that while Mexico maintains bilateral coordination with the U.S., it will not subordinate its sovereignty, and she called on Washington to address domestic drug consumption and the illicit flow of weapons into Mexico.
Despite this high-level friction, security cooperation remains active. Mexican authorities, working with the U.S. Marshals and intelligence, recently arrested Epifanio N, alias ‘Pepa,’ a regional leader for the ‘La Línea’ criminal group in Chihuahua. Epifanio N, who was apprehended alongside his son Alejandro N, faces a provisional arrest warrant for extradition to the United States and is accused of drug trafficking and human smuggling. The operation also resulted in the seizure of firearms, ammunition, and vehicles.
Persistent concerns remain regarding Mexico’s perception as a ‘narco-state’ due to allegations of complicity between high-level politicians and cartels. Media reports continue to highlight the humanitarian impact of cartel warfare, including threats to women and girls in Sinaloa and the necessity for Michoacán avocado farmers to fund paramilitary self-defense groups due to insufficient government protection.
