Panama earthquake reconstruction and housing updates

Overview

Recovery efforts following the October 9 earthquake near Tonosí have entered an intensive humanitarian and assessment phase. While initial efforts focused on road and bridge repairs by the Ministry of Public Works (MOP), recent data from the National Civil Protection System (SINAPROC) indicates that over 10,655 homes have been evaluated and 35,065 people assessed for their needs. Cáritas Panamá has specifically reported 3,390 affected dwellings, with the most significant damage concentrated in the dioceses of Chitré, Penonomé, and Santiago. Humanitarian aid deployment has scaled significantly, with over 365 tons of aid delivered by land and 208,317 pounds transported by air. Although 126 shelters are currently housing 5,628 people, many families remain in temporary plastic tents, facing challenges from extreme heat and rain. To address this, the Panama City Mayor's Office, alongside the Omar Alfano Foundation and private partners, has begun deploying adapted shipping containers equipped with basic services to serve as temporary housing.

To standardize the recovery process, the Technical Board of Engineering and Architecture has introduced a mandatory, unified form for building inspections. These assessments will utilize a color-coded system to communicate safety status: green for safe entry, yellow for caution, and red for restricted access. This system is designed to evaluate compliance with the Panama Structural Regulation.

Regarding housing reconstruction, the government reports that over 31 homes are currently under construction across affected provinces, including Veraguas, Los Santos, Herrera, and Chiriquí. Authorities continue to conduct technical evaluations to distinguish between structures requiring repair and those needing total reconstruction. Citizens with uninspected properties are encouraged to report them via the Panama Conecta website or by phone.
