The law seeks to replace a 2007 regulation with a statutory framework where the Minister of Foreign Affairs designates bodies to implement court rulings. While the law does not establish domestic same-sex marriage, critics like commentator Łukasz Warzecha argue it serves as a mechanism to force the transcription of foreign certificates. The law now moves to the Senate. Administrative updates have since enabled civil registry offices to transcribe certificates for unions legally contracted outside of Poland. This follows a Court of Justice of the European Union ruling determining that member states cannot deny recognition of such marriages if doing so violates the right to free movement. Consequently, the Social Insurance Institution (ZUS) has begun issuing benefits, such as caregiver allowances, to same-sex couples.
