Authorities in Porto Alegre are implementing infrastructure measures to mitigate the impact of extreme weather and protect essential services.

To address rising water levels in the Guaíba river, the Municipal Department of Water and Sewage (Dmae) has begun installing an 8-kilometer mobile flood barrier in the Guarujá neighborhood. This modular system, costing R$ 4.1 million, is intended as a rapid-response tool to protect low-lying areas while the city pursues permanent solutions. Officials expect the barriers to remain in operation at least until the end of the El Niño phenomenon.

Simultaneously, Dmae is investing R$ 18 million to enhance energy security for its three largest water treatment plants: Moinhos de Vento, Menino Deus, and São João. The project involves installing a dual power supply system to prevent service interruptions during extreme weather events. Scheduled power outages throughout September are expected to facilitate the installation, which is slated for completion in November.
