Porto Alegre and Rio Grande do Sul flood mitigation updates
Overview
Authorities in Porto Alegre and Rio Grande do Sul continue to manage extreme weather risks through infrastructure projects and emergency monitoring. In Porto Alegre, flood protection gates for polders 7 and 8 are complete, involving an investment of R$ 66 million for engineering, equipment, and floating pumps to return rainwater to the Gravataí River. The Municipal Department of Water and Sewage (Dmae) is planning a R$ 300 million definitive protection project for this area, including two new pumping stations.
Additional resilience measures include the installation of 8km of mobile FlexMac DT barriers in the Guarujá neighborhood and a R$ 18 million dual power supply project for three major water treatment plants to ensure energy security. At the Usina do Gasômetro, specialized sealing structures costing nearly R$ 700,000 are being installed to prevent flooding if the Guaíba River reaches 4.5 meters.
Hydrological risks remain significant. As of October 10, the Guaíba River at Cais do Centro Histórico was recorded at 2.18 meters, following a slow downward trend. Throughout October, levels have consistently stayed above 2 meters. On October 2, the river approached the 2.5-meter alert threshold due to high discharge from the Caí, Jacuí, and Taquari rivers. The overflow threshold is set at 3 meters.
Meteorological specialist Luiz Fernando Nachtigall noted that sustained high levels are primarily driven by the Jacuí River. In the state, the Taquari River has recently begun to recede slowly after peaking at 23.3 meters in Lajeado, though it remains above the flood threshold.
