Portugal’s health system faces persistent staffing shortages and regional inequities. Additionally, the government clarified that new exceptional incentives for doctors are cumulative with standard overtime pay.
Regional disparities extend to oral health, with the health regulator (ERS) reporting that one-third of municipalities lack operational oral health clinics. In the Castelo Branco district, a restructuring and the hiring of nine new doctors aimed to improve local access.
Regarding technology, a 2026 STADA Health survey found that 51% of Portuguese respondents would consider using AI instead of booking medical appointments, though concerns regarding misdiagnosis (61%) and data misuse (46%) remain high. To manage these risks, Portugal became the first EU member to join the HealthAI Global Regulatory Network, facilitating international cooperation on AI oversight.
