Mexico intensifies environmental oversight of coastal mega-t

Overview

Since July 2024, Mexico has seen intensifying federal and local opposition to high-density coastal tourism. Environmental authorities (SEMARNAT) and regional governments have increasingly used environmental laws to block or audit projects citing threats to mangroves, coral reefs, and aquifers.

In May 2026, a major conflict centered on Royal Caribbean’s proposed “Perfect Day Mexico” megaproject in Mahahual, Quintana Roo. Following widespread protests and a petition with millions of signatures, SEMARNAT rejected the $1 billion development, citing insufficient infrastructure and risks to marine ecosystems. The rejection led to a 5% decline in Royal Caribbean shares. In June 2026, President Claudia Sheinbaum announced a special decree for Mahahual to prioritize community-led ecotourism over mass tourism, including investments in sargassum-based circular economies.

Regulatory scrutiny has extended to other regions. In Holbox, SEMARNAT cancelled a hotel project due to reserve non-compliance. In Yucatán, authorities sealed properties in Celestún and Río Lagartos for illegal wetland use, while new real estate projects in Sian Ka’an and Playa del Carmen face intense scrutiny or rejection. In Baja California Sur, the approval of commercial works at Playa Cerritos sparked community protests against privatization, while the state continues to demand federal reviews of land-use changes in desert habitats.

To address these tensions, SEMARNAT and SECTUR signed a sustainable tourism investment decalogue in July 2026.

By August 2026, tensions persisted in the Riviera Maya, where activists and biologists warned that the “Complejo ecoturístico Riviera Maya” project in Punta Venado could irreversibly damage vital biological corridors for jaguars and protect species like sea turtles. Critics, including the Colegio de Biólogos de Quintana Roo, allege the developer, Oleum Joint Venture, omitted critical data regarding endangered coral reefs and seagrasses from its environmental impact statement. Simultaneously, protests continued in Baja California Sur regarding unauthorized construction at Playa Los Cerritos.
