Skopje urban infrastructure and budget development
Overview
The Skopje City Council has approved a budget rebalance, increasing the city’s primary budget by 61.76 million denars to a total of 5,324,649,755 denars. Mayor Orce Gjorgjievski attributed this increase to financial discipline and cost reductions, noting that total liabilities for the city, public enterprises, cultural institutions, and secondary schools decreased by 60.2 million euros as of August 27. Infrastructure investments have expanded to include a 420 million denar project for a new bridge and road connecting the Saraj and Gjorce Petrov municipalities. Funding for the reconstruction of the Sredno Vodno to Millennium Cross cable car remains at 45 million denars; recent updates confirm these funds aim to improve technical safety and functionality for the system, which has been out of service for several months. New capital projects include a 92.7 million denar reconstruction of the University Clinic for Physical Medicine and Rehabilitation. Funded by the World Bank and the Western Balkans Investment Framework (WBIF), the project focuses on energy efficiency through thermal insulation, LED lighting, and replacing fuel oil heating with high-efficiency heat pumps. In the private sector, Pivara Skopje has inaugurated a new multi-level parking garage valued at 2.8 million euros, providing over 400 spaces. Public transport and waste management initiatives continue, with 100 electric buses expected by year-end and a tender for a Bus Rapid Transit (BRT) system scheduled for late August 2026. Waste management upgrades include the procurement of up to 3,600 new containers and the arrival of three garbage trucks, alongside plans for new transfer stations in Karposh and Gazi Baba. Cultural and educational sectors also received allocations. The city has earmarked 61 million denars for preparations for ‘Skopje – European Capital of Culture 2028’.
