Vietnam cashless payment and banking sector expansion

Overview

Vietnam’s transition toward a cashless economy continues to accelerate, driven by significant growth in non-cash transactions and banking sector innovation. By the first half of 2026, non-cash transactions exceeded 15 billion, valued at more than 190 quadrillion VND, with daily transaction values averaging approximately 40 billion USD. This growth is increasingly facilitating the expansion of cross-border QR code payments to support tourism and international trade.

As the sector shifts toward integrated digital ecosystems, innovation is increasingly targeting business management and personalized experiences. BIDV plans to introduce AI-powered features on its SmartBanking app by June 2026 to automatically recognize transaction details from text or images. Furthermore, banks are integrating financial services with sales tools: MB Bank developed MB Seller for revenue tracking, Techcombank’s T-Shop connects sales management with invoicing, and BIDV is launching BIDV Direct Shop to automate QR payment reconciliation.

To manage the risks associated with these technological advancements, the State Bank of Vietnam has issued Circular No. 53/2026/TT-NHNN to regulate the safety and implementation of artificial intelligence (AI) within the banking sector. Effective November 15, 2026, the regulation classifies AI systems by risk level. For example, automated payment systems are categorized as high-risk if individual transactions exceed 10 million VND or daily totals exceed 20 million VND. The circular emphasizes consumer protection, granting customers the right to request human review of AI-driven decisions and ensuring that AI does not replace human responsibility in banking operations.

In the insurance sector, FWD Vietnam has introduced ‘Ép Cam’, an emotional AI character designed to enhance customer interaction by combining AI with character culture to create a personalized digital companion.
