Algeciras port expansion and transport upgrades

Overview
The Andalusian government approved the Algeciras Bay Port Special Plan on 24 June 2026, outlining a 365,000 m² expansion to increase throughput and support energy‑transition projects. The same day Spanish customs ended the special export circuit for goods destined for Ceuta, prompting local parties to denounce the move as a “blockade” of truck traffic. Subsequent initiatives included urban‑planning measures in Arcos and Sevilla, a new service area at Almería port, and the APBA’s 2030‑2040 strategic roadmap for Algeciras‑Tarifa, prioritising capacity upgrades, decarbonisation and digitalisation. On 11 July 2026 Total Terminal International announced a €70 million capital increase to fund a €135 million first‑phase expansion of its Isla Verde Exterior quay, targeting 2.1 million TEU by early 2028 and extending its concession to 2066. The same month Moeve and Exolum secured €105 million for the Muelle Sur development in Huelva, adding a berth for the La Rábida Energy Park and a biocombustion plant. Korean firm CyberLogitec signed a contract on 14 July 2026 to supply its OPUS Terminal platform and Digital Twin technology for TTI’s B1 expansion. On 29 July 2026 the Port Authority of Algeciras adopted a €677 million public investment programme through 2030, matched by €711 million of private funding. The plan expands terminals, electrifies facilities, and upgrades road and rail links to enable handling of over six million TEU annually, reinforcing earlier efforts to boost capacity and connectivity amid regional growth concerns. On 30 July 2026 Spain’s Ministry of Transport and Mobility opened the new South Access road to the Puerto Bahía de Algeciras, an 8.2‑km stretch duplicating the N‑340 and linking to the A‑7, with a further duplication of the N‑350 to kilometre 1.2.
