Overview

Azerbaijan continues to manage the humanitarian and military aftermath of the Karabakh wars. As of late August 2026, the State Commission on Prisoners of War, Hostages and Missing Persons reported that 4,010 Azerbaijani citizens remain missing in connection with the First and Second Karabakh wars. Under the ‘Great Return’ program, reconstruction is facilitating civilian resettlement. In Suqovushan, 180 families (591 people) have relocated to a new residential complex. In Talish, 20 families have been resettled following the restoration of 20 individual homes and essential services. President Aliyev has emphasized that the reconstruction of settlements like Jojug Marjanly serves as a symbol of national will and the restoration of territorial integrity.

Diplomatic tensions persist. Armenian Prime Minister Nikol Pashinyan addressed the UN Assembly, highlighting unresolved issues including demining, the status of missing persons, and the release of Armenian detainees.
