Greek municipalities implementing birth support measures
Overview
Greek municipalities are implementing various financial and social support measures to address declining birth rates and demographic challenges. In Nisyros, the Municipal Council unanimously approved a one-time, tax-free birth grant of 3,000 euros for permanent resident citizens, the maximum amount permitted under the new Greek Local Government Code. The 2026 budget has allocated 9,000 euros for the program, and the municipality is exploring monthly support of 150 euros per child until age five. In the Attica region, the Municipality of Elliniko-Argyroupoli announced a six-measure package effective January 1, 2027, to combat a nearly 50% drop in births over the last decade. This includes income-based grants between 1,000 and 3,000 euros, fee exemptions, free nursery meals, free participation in cultural and athletic programs, and a package of essential baby supplies. Other regional efforts include Iraklio Attikis, which has provided 1,000 euro aid for first children since 2020, and Kallithea, which is moving toward similar measures. In Mytilene, proposals include grants of up to 3,000 euros and fee reductions for vulnerable groups. Expanding these efforts, the Municipality of Northern Tzoumerka unanimously approved a one-time, tax-free 3,000 euro grant for every child born or adopted, provided at least one parent has been a permanent resident for two years. In Perama, Mayor Giannis Lagoudakos announced a 1,000 euro subsidy for every newborn born to registered residents, to be included in the 2027 budget. This subsidy applies to every birth regardless of financial status and will be funded by municipal resources, as the central government has not provided state funding for such local initiatives. Furthering this trend, the Municipality of Kilkis announced an initiative to provide a one-time, tax-free allowance of 1,000 euros for every newborn child, effective January 1, 2027.
