Indonesia 2027 budget: Macro assumptions and fiscal targets

Overview

As discussions regarding the 2027 Draft State Budget (RAPBN) continue, the Indonesian government and Commission XI of the House of Representatives (DPR RI) have reached an agreement on key macroeconomic assumptions. These targets include an economic growth rate of 6.0% (year-on-year), an inflation target of 2.5%, and a Rupiah exchange rate of Rp17,500 per US dollar. The 10-year State Securities (SBN) interest rate is set at 6.9%.

Social and labor indicators were also established, with an extreme poverty target of 0 to 0.5%, a Gini ratio between 0.360 and 0.365, and an unemployment rate of 4.30–4.87%. The government aims to create between 2.57 and 3.49 million new jobs.

Commission XI emphasized the necessity of strict oversight regarding national debt and deficits, advising the government to expand its investor base and optimize integrated financing schemes. Furthermore, the Commission mandated that any use of the Excess Budget Balance (SAL) must receive DPR approval to maintain a prudent fiscal buffer.

This follows President Prabowo Subianto’s decision to reject an IMF loan offer in favor of domestic financing, a move supported by approximately Rp50 trillion in savings from closing 290 unprofitable state-owned enterprises. Meanwhile, various ministries continue to finalize budget requirements, including the Ministry of Defense, the Ministry of Primary and Secondary Education, and the Constitutional Court.

In the latest developments, the DPR has formalized a budget deficit target of 2.4% of GDP, amounting to approximately Rp671.2 trillion. To ensure fiscal stability, the DPR has mandated quarterly reports from the Ministry of Finance, Bank Indonesia, and the Financial Services Authority (OJK) to monitor economic developments. Finance Minister Purbaya Yudhi Sadewa noted that reaching the 6% growth target will necessitate accelerating investment growth to 7%, through collaboration between the government, the private sector, and Danantara.
