Latin American digital ID reforms

Overview

Mexico’s Secretariat of Infrastructure, Communications and Transport (SICT) has fully implemented the Llave MX platform for all federal vehicle‑control and driver‑license transactions. Starting in June, users create a single digital profile (username, password, CURP, email and mobile) and access services via the DGAF microsite or gob.mx, a move aimed at speeding procedures and reducing third‑party interference in coordination with the Agency for Digital Transformation. In the Dominican Republic, the Junta Central Electoral (JCE) is accelerating its nationwide biometric ID‑electoral card renewal. Weekend service now includes Saturdays, Sundays and public holidays with no birth‑month limits, and the restriction for citizens aged 70 + has been removed. Thirty‑eight new cedulation sites have opened (e.g., Bayaguana, Cabrera, Constanza, Jarabacoa, Miches, Nizao, Sosúa, Tamboril, Villa Altagracia, Yamasá). A special three‑day operation in Pedro Corto (3‑5 July) issued 1,152 new cards, and by 12 July the programme had delivered 2 million cards in its first 90 days, with a gender‑balanced distribution and the highest volumes in Santo Domingo, Distrito Nacional and Santiago; overseas renewals are led by the United States. The JCE defended the official coat of arms on the card, confirming it complies with Dominican law and countering misinformation, while also stating that electoral‑survey regulations remain in force and announcing an appeal of a U.S. court judgment. Diaspora members in New York City praised the clarification. From 1 August, Extended Service Centers will operate daily 08:00‑00:00, eliminating overnight shifts, and municipalities with ≤75,000 inhabitants may renew regardless of birth month, with new sites such as Cuesta Colorada and Las Carreras added. The JCE later detailed that ten municipalities—including Barahona, Herrera, Distrito Nacional, La Romana, La Vega, Las Américas, San Cristóbal, San Francisco de Macorís, San Pedro de Macorís and Santiago—will follow the same schedule, while larger cities remain excluded from the birth‑month exemption.
