Montenegro aviation integration and infrastructure updates

Overview

In late September 2026, Montenegro reached a significant milestone in its aviation integration efforts. Following discussions in Brussels with the European Commission, the country fulfilled all necessary requirements to transition from the first to the second phase of the Multilateral Agreement on the establishment of the Single European Sky ATM Research (ECAA).

To accommodate rising demand, the government is planning major airport infrastructure expansions. A new proposal suggests creating an inter-ministerial coordination body, chaired by Prime Minister Milojko Spajić, to oversee these developments. At Podgorica Airport, plans involve adding two gates, expanding terminal space in the departures zone, and utilizing a steel structure to enlarge the main terminal. Tivat Airport may also see the addition of a dedicated VIP terminal for business aviation. These efforts follow a 19.4 percent increase in passenger traffic at Podgorica and Tivat between January and July 2026, with over 2 million travelers served.

In tandem with these regulatory and structural advancements, easyJet is expanding its network at Tivat Airport for the 2027 summer season. The airline will introduce four new routes connecting Tivat to Edinburgh, Birmingham, Basel, and Amsterdam. This expansion is expected to increase easyJet’s total seat capacity at Tivat from 236,000 to over 350,000. Officials noted these new markets are intended to mitigate potential passenger declines from Eastern Europe and Asia linked to visa requirement discussions.

While aviation and tourism sectors show growth, the country is also managing significant infrastructure maintenance. The Auto Moto Savez Crne Gore (AMSCG) has issued warnings regarding traffic closures due to road and bridge reconstruction, including the suspension of traffic at the Đurđevića Tara bridge until October 26, 2026.
