Overview

The 2026 summer wildfire and heatwave season has resulted in catastrophic land loss across Southern Europe and North Africa. New data from the European Forest Fire Information System (EFFIS) indicates that more than 12 million hectares were burned across the Mediterranean regions, including the Iberian Peninsula, southern France, Italy, Greece, the Balkans, Ukraine, and Algeria. Within the European Union, approximately 5.4 million hectares were destroyed by over 1,000 fires between mid-June and early September. Significant individual blazes included a fire in the Spanish province of Avila that consumed over 420,000 hectares and a major fire near Bordeaux, France, which destroyed 370,000 hectares. Scientists warn of a dangerous feedback loop, noting that Europe is the fastest-warming continent, having warmed 2.5°C above pre-industrial levels.

In Algeria, the devastating fires have prompted significant legislative and recovery efforts. Following late August wildfires that destroyed villages in the Kabylie region and northeastern Algeria—resulting in at least 12 deaths—President Abdelmadjid Tebboune has directed the Ministry of Justice to amend the national Penal Code. The proposed changes aim to reintroduce the death penalty for those who intentionally start or instigate wildfires, as well as for child abductors and abusers. President Tebboune stated that individuals sentenced to death would face execution once their right to appeal is exhausted.

Amnesty International has called on Algerian authorities to abandon these plans and instead establish an official moratorium on executions, noting that the country has not carried out a death sentence in over 30 years. The organization warned that the expanded laws could be used to suppress political opposition, citing previous instances where wildfire-related charges were used against groups such as the Movement for the Self-Determination of Kabylie (MAK).
