Beyond financial incentives, the government has tightened broader migration rules, including replacing permanent residence permits with temporary ones and introducing mandatory citizenship exams covering Swedish history and culture. While some European political figures, such as members of the AfD in Germany, have welcomed the move, migration experts warn that there is no evidence these financial incentives significantly increase voluntary emigration, suggesting the measures may be more symbolic than effective. This follows a sharp decline in asylum seekers, which fell 96 percent by 2025 compared to 2015 levels.
