By mid-August 2026, the financial crisis in Várzea Grande intensified. Following a decree by Mayor Flávia Moretti establishing a state of financial and fiscal calamity due to R$19.7 million in unpaid judicial debts, the municipality faced the seizure of funds and the retention of federal and state transfers. On 13 August, the municipal government presented its 2027 Budgetary Guidelines Law (LDO) through public hearings, with Planning Secretary Lucineia Ribeiro estimating revenues of approximately R$2.21 billion. However, the Várzea Grande City Council also implemented austerity measures, suspending the granting and payment of vacations and severance pay for its own employees. This legislative action follows a reduction in the ‘duodecimo’—funds transferred from the executive to the legislative branch—which dropped from 6% to 5% following a direct action of unconstitutionality.

As the crisis persists, the Municipal Chamber has faced a legislative backlog, with 17 projects from the Executive branch currently awaiting votes. The Chamber’s Constitution, Justice, and Drafting Commission (CCJ) returned four projects—including proposals to create secretariats for Women, Culture, and Public Security—to the Executive. CCJ President Alessandro Moreira stated the decision was made “to avoid increasing public expenses during the current financial crisis,” though the projects may be reconsidered once finances are regularized.

Despite fiscal constraints, the city continues to manage staffing through simplified selection processes and maintains public service initiatives, including road maintenance, sanitation planning, and an environmental education partnership with Unifacc.
