2026 Pico y Placa traffic restrictions – September update

Overview

Following the implementation of expanded Pico y Placa schemes in early August, traffic restrictions continued through early September across several Colombian and Ecuadorian cities.

In Quito, Ecuador, restrictions for plates ending in 3 and 4 remained active in late August, followed by restrictions for plates ending in 7 and 8 on September 3. On September 7, restrictions shifted to vehicles with license plates ending in 1 and 2 during the 06:00–09:30 and 16:00–20:00 windows. Exemptions are granted to electric vehicles, official vehicles, and those registered to senior citizens or persons with disabilities. Violators face progressive fines starting at $72.30 and reaching $241 for third-time offenders. To manage congestion, authorities have also resumed counterflow traffic on Simón Bolívar Avenue between Ruta Viva and Guápulo on weekday mornings.

In Colombia, restrictions remained active in Medellín, Cúcuta, and Bogotá. In Medellín, the ‘pico y placa’ rotation for private vehicles and motorcycles continues. In the Bucaramanga metropolitan area, measures for September 3 prohibited private vehicles and motorcycles with plates ending in 3 or 4 from 06:00 to 20:00, while taxis with plates 7 or 8 were restricted from 07:00 to 21:00.

In Bogotá, on September 7, private vehicle restrictions for odd-numbered days applied to plates ending in 6, 7, 8, 9, and 0 from 06:00 to 21:00. Taxis and special service vehicles with plates ending in 3 and 4 were restricted from 05:30 to 21:00; violators face fines of approximately 604,100 pesos and potential vehicle immobilization. Additionally, Metro construction has resulted in the total nighttime closure of Diagonal 40A at Avenida Caracas.
