Mayor Cerezo said he was unaware of the shortfall and would review staffing. Allegations surfaced against traffic chief David Flores, nicknamed “El Gavilán,” accusing him of extorting merchants, colluding with organized crime and facilitating human‑trafficking networks linked to nearby Cancún.
