Brazil Free Flow toll system expansion and adoption

Overview

Brazil is expanding its ‘Free Flow’ toll system, which utilizes cameras and sensors on gantries to replace traditional toll booths. This allows license plates to serve as the automatic identification element, enabling transport companies to process vouchers and pre-register trip details without physical windshield tags. Companies such as NDD TECH and Roadcard have had their models approved, while Move Mais is testing similar solutions.

Financial institutions are also entering the market by incorporating automatic toll payment tags into customer benefit packages. Additionally, road groups Nova Rodovias and Way Brasil have launched ‘Interoperabilidade Federada,’ a unified system allowing drivers to check and pay pending balances across multiple concessions using only a license plate.

However, the shift has introduced significant security challenges. Cybersecurity firm Kaspersky identified 480 fraudulent domains designed to mimic official portals to solicit fake Pix payments. Furthermore, the real-time data collected by gantries regarding vehicle routes has raised concerns regarding logistics security and potential cargo theft.

On the Presidente Dutra highway, ANTT authorized the first tariff adjustment for the free flow system, a 4.44% increase effective October 23, 2026. Motorists using electronic tags receive a 5% discount.
