Overview

Since the May 2026 enactment, Italy’s animal‑protection framework has spurred municipal projects, ENPA campaigns and multi‑agency drills. In July, ENPA’s anti‑abandonment drive delivered over 100 events, new shelters opened in Cesena and Rio Eremo, and dozens of seized dogs were rescued. Pet‑therapy programmes expanded in Brescia, and coordinated K9‑drone responses were tested in Lucinico. Grassroots groups continued key rescue work; the LIDA network in Fossano cared for four abandoned mother cats and fifteen kittens, providing food, veterinary treatment, sterilisation and seeking permanent homes. Enforcement actions highlighted lingering challenges. Two Maremma dogs, Maya and Bianchina, died at “The Dog Park” kennel in Boscotrecase after activist Tiziana Adolescente warned authorities about their deteriorating condition. Officials inspected the facility on 16 July and demanded ownership documentation for the animals previously owned by a late shepherd. The veterinary association Miav‑Mutua expanded its “Guardalo negli occhi. E ora abbandonalo, se ce la fai” campaign, urging citizens to report abandoned or injured animals to municipal shelters, 112, the Anas green line or local vets; abandonment remains punishable by up to one year in prison. The Environment Commission in Turin opened a LAV reporting desk in late July, logging 38 complaints, conducting 24 inspections and rescuing 13 animals in its first month. A Legambiente report showed that 13 854 dogs entered municipal shelters in 2025, with 3 243 left without placement and an estimated 14 700 at risk of permanent confinement; the organisation now estimates more than 14 000 dogs nationwide could remain in shelters indefinitely. Milan’s city council issued a €2.1 million tender for a new operator of the Via Aquila municipal kennel, open until 3 September 2026, emphasizing continuity of care, behavioural rehabilitation and post‑adoption monitoring.
