Heat management and shifting weather in Hong Kong and Taiwan

Authorities in Hong Kong and Taiwan have taken steps to address heat-related risks for outdoor workers. In Hong Kong, the Labour Department revamped its Heat Stress at Work Warning (HSWW) system to include new trigger mechanisms for extreme temperatures, though the system remains advisory rather than legally binding. Industry representatives noted that the lack of mandatory work stoppages creates tension between worker safety and project deadlines. Meanwhile, Taiwan implemented new occupational safety laws requiring employers to provide shade, water, and rest areas, with potential fines for non-compliance.

Weather patterns in Taiwan continue to fluctuate. The Central Weather Administration has reported high temperatures with daytime highs reaching between 30°C and 36°C in some inland areas, accompanied by strong UV radiation. While heat remains a factor, forecasts indicate a shift toward wetter conditions with increased rainfall expected in southern mountains and windward regions.

Regional weather concerns also include the potential development of a tropical disturbance east of the Philippines. Additionally, authorities have issued warnings regarding high tides from September 27 to September 29, advising coastal residents from New Taipei to Changhua and in Penghu to prepare for potential seawater intrusion and flooding.
