India's August 2026 regulatory overhaul & LPG e-KYC

Overview

From 1 August 2026, India implemented a broad regulatory package. Monthly reviews of LPG cylinder prices lowered commercial rates by roughly ₹180–₹200, while domestic prices remained flat. Indian Railways launched a token-based instant-ticket (Tatkal) system requiring Aadhaar-linked authentication and OTP verification. Dynamic Currency Conversion fees on overseas card transactions rose to up to 3.5% plus GST; Axis Bank applied this on 28 August for credit cards, and Kotak Mahindra on 1 August for debit cards. The CKYC 2.0 platform went live, allowing banks and insurers to pull verified KYC data. GST rules were amended to require a ship-to GSTIN on e-invoices and e-way bills. The income-tax filing deadline for ITR-3/ITR-4 returns was set for 31 August, with a possible late fee of ₹5,000. The RBI’s Monetary Policy Committee met between 3–5 August to decide the repo rate.

Separately, the government ordered all Pradhan Mantri Ujjwala Yojana beneficiaries to complete Aadhaar-based e-KYC to curb fraudulent connections and ensure subsidies reach intended households. While major oil companies—Indian Oil, Bharat Petroleum, and Hindustan Petroleum—warned of disruptions, the deadline for completion has been officially extended from 16 August to 23 August 2026 to accommodate consumers affected by weekend and Independence Day holidays.

Failure to complete verification will not result in the permanent cancellation of gas connections, but unverified users will lose access to subsidized domestic rates and may be required to pay higher commercial rates. Consumers can complete the process via mobile apps (IndianOil ONE, Hello BPCL, or HP Pay) using Aadhaar face authentication, in person at local gas agencies via fingerprint, or through biometric machines held by delivery personnel.
