Liberia has achieved a historic fiscal milestone, collecting over US$1 billion in domestic revenue within a single year, marking the first time in the nation’s 179-year history. President Joseph Nyuma Boakai credited the achievement to a “whole-of-government approach” and the resilience of the Liberian people, noting that the milestone demonstrates a growing capacity to finance development through lawful taxes rather than foreign aid.

Data from the Liberia Revenue Authority (LRA) shows revenue rose from US$699 million in 2024 to US$848 million in 2025 before surpassing the billion-dollar mark. The National Port Authority (NPA) reported that approximately US$215 million of this total was collected through customs operations, citing investments in 24-hour operations and faster gate services as key drivers. The government aims to reach a projected annual budget of US$1.3 billion by the end of 2026.

Officials, including Finance Minister Augustine Kpehe Ngafuan and LRA Commissioner General James Dorbor Jallah, stated these funds will support public welfare, including the deployment of 3,000 volunteer teachers and health workers, the recruitment of 600 new Armed Forces personnel, and road rehabilitation.

At the 8th West African Tax Administration Forum, Commissioner General Jallah advocated for regional tax integration, proposing a ‘one rulebook’ for harmonized tax rules and a ‘one data space’ for cross-border information exchange.

Opposition members, such as Matthew Young of the Congress for Democratic Change (CDC), have criticized the milestone, arguing that much of the revenue is directed toward recurrent government expenditure rather than social programs to alleviate poverty.
