Poland RTV fee updates and proposed tax reform

Overview

Current RTV fee regulations remain in effect in Poland as legislative work continues for the 2027 reform. Under existing rules, owners must register new devices within 14 days. For 2026, monthly rates are 30.50 PLN for television or combined use and 9.50 PLN for radio. While a single household fee covers all devices within a home, including car radios, businesses and institutions must pay for each individual device used in offices or service vehicles.

Failure to register devices can result in significant penalties. Authorized Poczta Polska employees conduct inspections, and unregistered users face fines equivalent to 30 times the monthly rate, amounting to 920 PLN for television/radio combinations or 285 PLN for radio-only use. Unpaid debts may eventually be transferred to the tax office for enforcement proceedings.

Regarding payments, a 10 percent discount is available for annual advance payments made by January 25. While the Ministry of Culture plans to replace this system with an automatic audiovisual fee via annual tax returns (PIT) on 1 January 2027, the current registration and inspection-based system remains mandatory for the time being.
