Illicit tobacco crackdown & tax hikes widen

Overview
The European drive against illegal tobacco that began in May 2026 has broadened and deepened. Polish police dismantled a clandestine factory in Łódź in early July and uncovered untaxed cigarettes and nicotine liquid in Greater Poland later that month, while Dutch customs seized 106 million illegal cigarettes in the first half of the year. Bulgarian customs added to the effort, conducting two raids near Vidin on 22‑24 July that seized more than 250,000 smuggled cigarettes, representing over €45,000 in value and €28,500 in avoided excise.
At the same time, tax policy is tightening. Germany’s coalition accelerated its excise schedule with a draft law approved in July 2026, projecting pack prices to rise from €9.20 now to about €12 by 2030. In late July the government detailed a broader fiscal package: the tobacco levy could reach €9.10 per pack next year and €14 by 2030, targeting €1.5 billion extra revenue in 2024 and €4.4 billion by 2030, lifting total tobacco tax to roughly €22 billion. Parallel reforms will raise spirits taxes by 20% from 2027, generate about €455 million annually, and introduce a sugar levy expected to bring in €0.5 billion a year. Critics warn that higher duties may boost organised‑crime profits through smuggling, while consumer polls show strong support for alcohol tax hikes but concern over cross‑border purchases.
Customs agencies across the EU continue to tighten controls on transport corridors, warning that steep price increases could widen the gap between legal and illegal products and threaten revenue streams.
