Overview

Regional energy and maritime cooperation efforts have intensified through discussions at the Southeast Europe Energy Forum and the 90th Thessaloniki International Fair. Cypriot Minister Michalis Damianos reiterated the necessity of collaboration between Greece, Bulgaria, Romania, and North Macedonia to ensure energy security. Following a Memorandum of Cooperation for the Vertical Corridor, DESFA and regional operators entered a 90-day assessment period to plan infrastructure intended to facilitate American liquefied natural gas (LNG) flow to the Balkans, Central Europe, and Ukraine. Greek Minister of Environment and Energy Stavros Papastavrou has since reaffirmed the Vertical Corridor’s strategic importance for European energy security and national autonomy, noting that the presence of American companies like ExxonMobil and Chevron serves as a “vote of confidence” in Greece.

However, the project faces domestic criticism. Dimitris Koutsoumpas, General Secretary of the Communist Party of Greece (KKE), argued that these initiatives primarily serve domestic and American corporate interests rather than the Greek population. He warned that centralizing LNG terminals in Revythousa and Alexandroupoli could make them “targets for military retaliation” amid geopolitical tensions.

In the petroleum sector, Helleniq Energy is reactivating the Vardax pipeline, aiming for 2.5 million tons of annual capacity by early 2026. Regarding the Great Sea Interconnector (GSI), Minister Damianos indicated that if European Investment Bank studies reveal rising costs, the project will seek new investors or European Commission grants. Meanwhile, the Greek government has issued a navtex for bathymetric surveys scheduled for late October.
